The startup stage is a mandatory stage that is required for all MOCs and must be completed by the MOC’s implementation manager.

Once all critical implementation requirements are complete, the Implementation Manager conducts a final review of the MOC before giving permission to start up the change. The Implementation Manager ensures all comments throughout the MOC have been satisfactorily addressed, all necessary training is complete, and any remaining non-critical implementation requirements are inconsequential before approving startup.
Who Can Approve Startup?
- Only the Implementation Manager can approve the startup of an MOC.
- All critical implementation requirements must be completed before startup can be approved.
- As soon as all critical requirements are complete, the Startup task appears on the Implementation Manager's Frontline Desktop under the MOC tab.
Status Indicator
- A green checkmark next to the Startup task means all critical requirements are complete and startup can be approved.
- If the checkmark is not green, click Approve Startup to identify which critical action items are still incomplete.
Notifications
- An immediate email notification is sent to all role players when the Implementation Manager approves startup.
- If the Implementation Manager voids the MOC, it is automatically moved to the MOC > Voided folder and all role players are notified by email.
How to Approve MOC Startup
- From your Frontline Desktop, select the MOC title under the MOC tab.
- Click View MOC Summary and review it carefully. Select any attachment or requirement links to view information relevant to the Startup task.
- Click Close to exit the summary.
- If satisfied with the status of the MOC, click Approve Startup, then click Yes in the confirmation dialog box.
- Click the Frontline Desktop icon to return to your desktop.
Once completed, the MOC will be removed from your MOC tab. If it was your only assigned MOC task, the MOC tab will no longer appear on your Frontline Desktop.
