Implementation

The Implementation Stage is a mandatory stage of the MOC process. Once an MOC is approved, it moves into the Implementation stage where assigned tasks are completed to make the change a reality. When the Implementation stage begins, the MOC appears on each Implementer's Frontline Desktop under the MOC tab with a task of Implement.

Key Features

Requirements

  • Implementation requirements can be critical (must be done before startup) or non-critical (must be done before final close-out).

  • Requirements can be assigned to an individual or a job role.
  • If assigned to a job role, any person holding that job can work on the requirement.
  • Job-assigned requirements cannot be transferred to another user.
  • Individual-assigned requirements can be transferred to another person — all transfers are recorded in the requirement history, viewable via the History link.

Forms & Attachments

  • Smart forms can be built using the built-in form designer and attached to requirements.
  • If a form is attached, the Implementer must complete all required fields before the requirement can be closed out.
  • Implementers can attach documents at any time as evidence of progress or for reference.
  • Users with Report permissions can run reports on completed forms.

Critical vs. Non-Critical Order Rules

  • A critical requirement cannot be completed if another critical requirement of a lower order is still open.
  • A non-critical requirement cannot be completed if another non-critical requirement of a lower order is still open.
  • A critical requirement can be completed even if a lower-order non-critical requirement is still open — this prevents non-critical tasks from delaying startup.
  • All critical requirements must be completed before the MOC can move to the Startup stage.
  • All non-critical requirements must be completed before the MOC can be fully closed out.

Verification

  • If a requirement has a verifier, the Implementer can only transfer it to the verifier upon completion — not to any other individual.
  • The verifier can then close out the requirement or send it back to the Implementer for additional work.

Action Column Status

  • Complete Now – The requirement is ready to be worked on.
  • Pending – The requirement is either assigned to someone else or blocked by a higher-priority task.

Send Notice & Send Second Notice

  • Send Notice is a mandatory requirement that notifies everyone impacted by the MOC. It cannot have a verifier.
  • Send Second Notice is optional, used when people need to be notified again after changes have been made since the original notice. It also cannot have a verifier.

Tracking & Overrides

  • Implementers can track the status of all MOCs they're working on via the MOC Participation link in the Quick Links section of their Frontline Desktop.
  • The Originator, Power User or Super User can reassign any incomplete requirement to a different Implementer or verifier, or complete a requirement on someone's behalf.

How to Complete an Implementation Requirement

  1. From your Frontline Desktop, select the MOC title under the MOC tab.
  2. Click View MOC Summary and review it carefully, including any attachment or requirement links relevant to your task.
  3. Click Close to exit the summary.
  4. If the requirement is Send Notice or Send Second Notice, refer to the MOC Send Notice Process article for next steps.
  5. For all other requirements, click Complete Now to begin.
  6. The Requirement Completion form will appear, showing requirement details and any instructions from the originator.
  7. If a form (checklist) is attached:
    • Click the form link and complete all required fields (marked with a red asterisk).
    • If any field triggers a pre-defined action item, fill in the details needed to assign it.
  8. If a network document is attached:
    • Follow the instructions provided.
    • If needed, print the document, complete the required fields, then upload the finished version by clicking Choose File.
  9. To save your progress without completing the requirement, select Enter Progress. The requirement will remain on your desktop and all prior progress can be reviewed via the History link.
  10. Once finished, enter any optional comments in the Comments field and click OK. The MOC moves to the next Implementer.
  11. If the requirement has a verifier, you'll be prompted to send it to them for final sign-off. The verifier can close it out or return it for additional work.
  12. Click the Frontline Desktop icon to return to your desktop.

Note: If the requirement has a Require Attachment setting enabled, you must upload an attachment before you can complete the task.

Once your requirement is completed, the MOC will be removed from your MOC tab. If it was your only assigned MOC task, the MOC tab will no longer appear on your Frontline Desktop.
